- Illinois mandates this by state statute (420 ILCS 52) and IEMA administrative rule (32 Ill. Adm. Code 422.160, the "Mitigation Standard for New Residential Construction"), not through a local IRC-appendix adoption, so the requirement applies statewide even where a municipality has not separately adopted a radon appendix.

Does every new Illinois home need a radon system?
Yes. IEMA's Mitigation Standard for New Residential Construction (32 Ill. Adm. Code 422.160), issued under the Radon Resistant Construction Act (420 ILCS 52), applies statewide to new one- and two-family dwellings, independent of whether the local jurisdiction has adopted an IRC radon appendix.
