- A vent stack that carries collected gas above the roofline, clear of operable windows and outdoor air intakes.
- A designated fan location and an electrical rough-in beside it, so the system can be powered later without opening finished construction.
The performance target is straightforward. The design has to hold indoor radon below the point where the building needs remediation, which the EPA sets at 4 pCi/L. At or above that level, the building has to be fixed.

The deciding measurement happens after the building is closed in and tested under occupied conditions. If indoor radon comes back below 4 pCi/L, the passive system stands. If it is at or above that level, a fan is installed to convert the stack to an active system, and the building is retested to confirm the fix. In areas of known high radon potential, the EPA's radon-resistant new construction guidance notes that builders often install a complete active system from the start rather than gamble on passive performance.
The design earns its value by making that conversion a field change. When the fan location, electrical rough-in, monitor, and discharge clearances are already in the permit set, activating the system is mounting a fan and making a connection. When they are missing, the same conversion becomes demolition.
